Proposal Manager/ Estimator - Fully Remote - Federal Projects

The Proposal Manager/Estimator will focus on preparing and managing proposals for federal construction projects in a fully remote capacity. This role requires a detail-oriented professional with experience in estimating and proposal development in the business services industry. Client Details This established federal construction contractor has spent over three decades delivering projects for government agencies, military installations, VA facilities, and public sector clients throughout New England and the East Coast. The organization operates with a lean structure, empowering employees with significant responsibility, direct communication with leadership, and the ability to make meaningful contributions to project pursuits and company growth. Their strong reputation and long standing government relationships have created a stable backlog of work and consistent project opportunities. Description

  • Identify and track federal, state, and municipal contracting opportunities
  • Review and analyze RFQs, RFPs, RFIs, and Sources Sought notices
  • Evaluate opportunities and recommend which pursuits align with company goals
  • Develop estimates, pricing strategies, and bid packages
  • Create proposal schedules, compliance matrices, and submission plans
  • Lead proposal kickoff meetings and coordinate internal resources
  • Collaborate with operations, estimating, technical staff, and leadership teams
  • Write, edit, and compile proposal content
  • Ensure compliance with solicitation requirements, including FAR and agency specific guidelines
  • Manage final proposal production and electronic submissions
  • Maintain proposal templates, resumes, qualifications, and past performance documentation

Profile A successful Proposal Manager / Sr. Estimator should have:

  • 8+ years of estimating and/or proposal management experience
  • Government, federal, public sector, military, or municipal construction experience preferred
  • Commercial construction estimating experience will also be considered
  • Experience reviewing and responding to complex bid documents
  • Strong writing, communication, and organizational skills
  • Ability to work independently in a remote environment
  • Self motivated professional who can drive pursuits from start to finish
